129,000 Pound Truck Route Subcommittee

Idaho Transportation Board (ITB) 129,000 Pound Truck Route Subcommittee Chairman Jim Kempton and ITB Members Jim Coleman and Dwight Horsch met at 2:30 PM on Monday, June 17, 2013 at the Idaho Transportation Department, Boise, Idaho. ITB Chairman Jerry Whitehead and Member Julie DeLorenzo were present.
Subcommittee staff members and advisors in attendance included Deputy Attorney General Larry Allen, Chief Engineer Tom Cole, Highway Operations Engineer Greg Laragan, Bridge Asset Management Engineer Kathleen Slinger, Highway Safety Manager Brent Jennings, Motor Carrier Services Manager Reymundo Rodriguez, Chief Deputy Scott Stokes, Government Affairs Manager Mollie McCarty, Executive Assistant to the Board Sue Higgins, Local Highway Technical Assistance Council Administrator Lance Holmstrom, Trucking Advisory Council Chairman Bill Moad, Idaho State Police Lieutenant Tim Horn, and Department of Commerce representative Randy Shroll. Motor Vehicles Administrator (MVA) Alan Frew participated via teleconference. Mark Warbis, the Governor’s Communications Director, was also present.
Membership. The membership of the Subcommittee was reviewed. It was noted that there are three voting members: Chairman Kempton and Board Members Coleman and Horsch; however, if the Subcommittee is considering a route in Districts 2, 3, or 6, the Board member from that respective District will be present and will replace Member Horsch as the voting member for that meeting. Various ITD staff members and advisors will provide support.
Enabling Legislation. The 2013 legislation relating to 129,000 pound vehicles was reviewed: SB1064 removes the sunset clause of the previously-authorized 129,000 pound truck pilot project routes, making the 35 specified routes permanent for permitted vehicles; SB1117 provides authority to the responsible highway jurisdiction to allow additional 129,000 pound routes; and HB322 is a trailer bill clarifying the intent of SB1117 regarding local authority.
The Governor’s transmittal letter for SB1117 was also reviewed. It states that the Board, in collaboration with ISP, must draft rules for criteria to be used in assessing the suitability of nominated stretches of road and for the public participation process in considering proposed designations. Safety must be the highest priority.
Draft Rule Revisions. MVA Frew summarized proposed revisions for four rules. In brief:
Administrative Rule 39.03.15 – Rules Governing Excess Weight Permits For Reducible Loads adds travel requirements for excess weight permits on non-interstate highways and clarifies the allowable weight limits on each highway, the permit types required for travel on each highway, and that excess weight permit requirements apply to reducible loads.
Administrative Rule 39.03.22 – Rules Governing Overlegal Permits for Extra Length, Excess Weight and Up to 129,000 Pound Vehicle Combinations (to implement provisions of SB1064) clarifies the vehicle combinations that are governed under this rule and that weights above 105,500 pounds up to 129,000 pounds will only be allowed on non-interstate routes and specifies the operating requirements on designated routes authorized up to 129,000 pounds.
Administrative Rule 39.03.22 (to implement provisions of SB1117) adds the process for authorizing additional routes for permitted vehicle combinations operating up to 129,000 pounds.
Administrative Rule 39.03.23 – Rules Governing Revocation of Overlegal Permits specifies permit violations that will result in the revocation of an overlegal permit and the revocation process.
Some discussion was held on the currently-allowed configurations. It was stressed that the length limits and off-track limits are already established and allowed on the highways to operate vehicle combinations up to 105,500 pounds. Those will not be changed or be different for vehicles operating above 105,500 pounds up to 129,000 pounds
Application Form. The proposed application form to request additional routes was discussed. It was suggested that the trucking industry and Economic Development Council review the form and provide comments.
Miscellaneous. Some discussion was held on conducting a test project up to the point of conducting a public hearing. The consensus was to conduct a test project. The next meeting will be scheduled in conjunction with a mock application to add a route to the “Designated Routes up to 129,000 Pounds Map”.
Chairman Kempton thanked the advisors and staff members for their attendance. He emphasized the importance of their participation on this subcommittee.
