The Blacks Creek Rest Area Complex serves eastbound and westbound motorists on a busy stretch of Interstate 84 that is east of Boise.
Commercial development close to the interstate in east Boise has attracted several businesses and motorists. During the last 5 years, the number of vehicles traveling on the stretch of Interstate 84 east of Boise and the number of vehicles pulling off the interstate to use the rest area has increased. In 2005, the average daily traffic count was at 20,500 on the section of Interstate 84 in front of the rest areas. By 2010, that number is expected to increase to 23,700. By 2020, the number of vehicles is expected to increase to 30,100. Project Description
