The Idaho Transportation Department (ITD) reconstructed the east half of the Franklin Boulevard Bridge over Interstate 84 in Nampa and modified the Franklin Boulevard approaches to tie into the new overpass structure. Bridge reconstruction allows for future I-84 widening between the Franklin and Garrity interchanges in Nampa.
In 2001, the Community Planning Association of Southwest Idaho (COMPASS) and ITD completed a cooperative planning effort called the I-84 Corridor Study. The study examined the transportation system needs for the I-84 corridor from the WYE Interchange to Idaho 44 west of Caldwell. The study recommended specific improvements that warranted further evaluation and implementation.
The Categorical Exclusion for the Environmental Assessment was completed in May 2004, prior to this project becoming part of the GARVEE Program. The environmental document was reevaluated and approved in January 2008 prior to construction. Preliminary design was also completed by ITD prior to it becoming part of the GARVEE Program and final design was completed in June 2008. Construction began in August 2008 and reached substantial completion in April 2009.
