New Freedom Program (Section 5317)
The New Freedom Program was created with the
passage of SAFTEA-LU to fund
New Public Transportation that go beyond the
requirements of the Americans with Disabilities Act of 1990. Proposed
projects must not have been operational, or have a funding commitment, prior to
August 10, 2005.
Description: SAFETEA-LU
requires that projects improve access and mobility of individuals with
disabilities and go beyond the requirements already established under the
American Disabilities Act for public transportation service. FTA funds be
distributed to states based on a formula which allocates funds to large urban areas, small urban areas and
rural projects which are under the oversight of the Idaho Transportation
Department. Examples of new services that may be covered may include
purchasing of vehicles supporting accessible taxi; same day paratransit service,
marginal costs of a new door-through-door service, rideshare and vanpooling
expansions;
paratransit service beyond the 3/4 mile required under ADA for complementary
paratransit for fixed routes; flex-routes for access to Commuter Bus;
additional securement on fixed routes; travel training; making improvements in intermodal stations not
designated as key stations; supporting voucher programs offered by human service
programs, supporting mileage for new volunteer and driver aide programs; mobility management
coordination activities among public transportation providers and human service
agencies providing transportation,
enhancements including signage, curb cuts, and technologies to enhance
customer access.
Coordination:
Significant
planning requirements and human service agency coordination are required in
order to receive a grant award. These projects
must be part of locally developed, coordinated plan. States cannot
engage in New Freedom activities themselves if they oversee the competitive
bidding process for the grants.
Eligible Sub-recipients that may apply
include: Private non-profit
organizations, State of local governmental authority (includes Tribes), and
Operators of public transportation services including private providers of
public services.
Funding: A 50/50 federal/local match is required for
operations. A 80/20 federal/local match is required for capital expenditures.
mobility management is considered a capital expense. Certain other non-DOT Federal funds
used for transportation services, e.g. TANF, can be used as part of the local
match.
Funding Availability:
year appropriated plus two years (total of three years)
