Southwest Idaho: 2017 Highway Construction Projects List (District 3)

ID-55: (Karcher Road) Intersection Improvements & Pavement Rehabilitation

  • Work started in summer 2017 & wraps up in early 2018.
  • Reduced speeds & lane reductions, flagging & lane closures during construction.
  • Signal installation at ID-55 & Lake Avenue, Midway, & Farmway. Pavement rehabilitation from Middleton Road to Pride Lane.
  • Construction budget: $8.8 million.

ID-44: I-84 Junction to Star, Canyon & Ada Counties

  • Construction started in spring 2017 & wraps up in early fall.
  • Primarily night work with some weekend work. Lane closures, flaggers & pilot car will be in place during work in fix construction zones along the corridor.
  • Pavement rehabilitation work that extends from Caldwell, through Middleton & Star.
  • Contract amount: $5.2 million. Contractor: Idaho Materials & Construction

I-84: Sand Hollow Overpass Bridge Replacement & Pavement Rehabilitation

  • Demolition and replacement of the Sand Hollow overpass will begin in early September 2017. Completion is planned for 2018.
  • Construction to occur both day and night. Motorists are strongly encouraged to slow down and pay attention.
  • Traffic will be shifted into a crossover pattern and speeds will be reduced.
  • Some ramp work will require motorists to follow a posted detour during overnight hours.
  • During construction, the bridge will be open to one-way traffic, controlled by traffic signals on either end of the structure.

I-84 Business Loop, Nampa

  • Construction to begin later this year (timeline not yet available)
  • Pavement rehabilitation & upgrades to ADA ramps from Northside to Grant Ave.

I-84: Exit 33B, Karcher Interchange Improvements, Nampa
This project will be rebid and constructed in 2018.

I-84 Pavement Rehabilitation, Elmore Co.

  • Construction begins in late August & wraps up this fall.
  • Traffic will be shifted into a crossover pattern and the speed limit will be reduced in the eight-mile work zone.
  • Work is scheduled during daytime hours. Mileposts 82 to 90, near Mountain Home.

  • Construction budget: $4.2 million.

I-84 Business Route, Exit 90 to McMurtrey Rd, Elmore County

  • Construction is expected to start in summer & completed this fall.
  • Highway will be reduced to one lane during much of the construction period.
  • Pavement rehabilitation project that includes Exit 90 on & off ramps, & approximately one mile of I-84 Business Route going into Mountain Home.
  • Project is expected to be advertised in March. Construction budget is approximately $2.5 million.

COMPLETE: ID-67 (Air Base Road): Pavement Rehabilitation
  • Project started in May and completed in August.
  • Highway will be reduced to one lane in each direction for most of the construction period.
  • ID-67 (Air Base Road) near the main gate of Mountain Home Air Force Base to the junction of ID-51, Elmore Co. The project will grind off some of the old pavement and inlay/overlay new pavement full width of the roadway.
  • Contract amount: $4.2 million. Contractor: Central Paving

ID-78 Sealcoat, Owyhee Co.

  • Construction will begin in June & be complete in late summer.
  • Nearly 100 miles of pavement rehabilitation on ID-78.
  • Contract amount: $3.2 million. Contractor: Kloepfer Construction

ID-51 Snake River Bridge Replacement, Owyhee Co.

  • Construction began in early 2017. Timeline for completion is still being determined.
  • Bridge will be constructed one half at a time. Lane reduction is in place on structure with temporary signals on either end.
  • Contract amount: $6.8 million. Contractor: Cannon Builders

ID-51 Nevada State Line to Jct. of ID-78 Sealcoat, Owyhee Co.

  • Construction will begin in mid-summer & be complete late summer.
  • Nearly 60 miles of pavement rehabilitation on ID-51.
  • Contract amount: $4.3 million. Contractor: Central Paving

US-95 Little Salmon River Bridge Reconstruction: Approx. 20 miles north of New Meadows, Adams Co.

  • Project started in April and will be complete this winter.
  • The project will reduce the highway to one lane throughout most of the construction as the new bridge will be built one half at a time (one side). Single lane traffic will be controlled by a temporary traffic signal.
  • Contract amount: $2.5 million. Contractor: Braun-Jensen

US-95: Remove & replace eight bridges at various locations in Adams County

  • Work will begin in spring & be completed in the fall.
  • Traffic will be reduced to a single lane with shoulder closures, narrow lanes, & speed reduction in each work zone.
  • Contract budget: $5.1 million.

US-95 Curve Flattening: Approx. 17 miles north of New Meadows, Adams Co.

  • Work is underway & be completed in early fall.
  • US-95 will be reduced to one lane for most of the duration of the project. Traffic will be controlled by temporary signals in the work areas.
  • This is a rock fall mitigation & curve widening project between milepost 172 & 174. The project will cut rock faces back away from the road, remove loose rock from the slopes & build walls along the river to provide a wider roadway in specific areas.
  • Construction budget: approximately $1.4 million.

Council Alternate Route

  • Construction began in 2016 & will be complete late summer.
  • Traffic will be moved onto new alignment in the spring. Downtown construction will begin this spring.
  • Highway realignment & reconstruction in Council.
  • Contract amount: $7.1 million. Contractor: Knife River

US-95 Pavement Rehabilitation, Weiser to Midvale

  • Work will begin this summer & be complete in late summer.
  • Lane closures during work hours with single lane operation in place with flaggers & pilot car.
  • Pavement rehabilitation to extend life of existing roadway surface.
  • Contract amount: $1.1 million. Contractor: Knife River

US-95 Robertson Slough, near Weiser

  • Work will begin this fall
  • Traffic will be reduced to a single lane with temporary signals in place, a speed reduction & flagging operations.
  • Removal & replacement of culvert box
  • Contract amount: $865,000. Contractor: Braun Jensen.

US-95: Payette to Weiser River Bridge, Payette & Washington Co.

  • Work will begin in 2018, the project is expected to take approximately three months.
  • Traffic will be reduced to one lane for most of the duration of the project. Traffic will be controlled by flaggers, pilot cars & temporary traffic signals.
  • This is a pavement rehabilitation project between the city of Payette & the city of Weiser. The project will grind off the top surface of the asphalt, then pulverize the remaining pavement & then overlay with new asphalt pavement. Project will also construct turn lanes at some intersections & construct slow vehicle lanes at select locations.
  • Construction budget: approximately $6.0 million.

US-95: Jct US-20/26 Union Pacific Railroad Overpass, near Parma

  • Work began in April & will be completed this winter.
  • Speed limit reduction to 45 mph. A posted detour will be in place for all motorists, including a separate detour for trucks. Work will occur M-F during daytime hours. Some Saturday work is possible. Flaggers will assist motorists during some work.
  • Replace two bridges & rehabilitate pavement at this junction. Construct retaining walls.
  • Contract amount: $5.4 million. Contractor: Concrete Placing Co.

ID-72: Jct. US-30 Intersection Reconstruction, Payette County

  • Press Release Sept. 12, 2017
  • Construction to begin in the fall.
  • Traffic will be controlled by flaggers & temporary traffic signals. This project will be companioned & built at the same time as ID-72, Langley Gulch Bridge project.
  • Intersection reconstruction at the Jct. of US-30 & ID-72 a couple of miles south of New Plymouth. The project will rebuild the intersection by removing the free-running right lane & constructing a three leg intersection with stop signs on all legs.
  • Project is expected to be advertised in late spring/early summer. Construction budget: approximately $500,000.

Langley Gulch Bridge, Payette County

  • Press Release Sept. 12, 2017
  • Construction to begin in the fall.
  • Traffic will be detoured around the work zone.
  • Remove & replace existing culvert box near intersection of ID-30 & ID-72.
  • Construction budget: $1 million.

ID-55 Karcher Rd Construction Banner

Construction on Idaho 55 between Caldwell and Nampa continues. ITD is making roadway improvements to Karcher Road in Canyon County.

  • Motorists can expect daytime lane restrictions and intermittent detours during construction this summer and fall.
  • Speed limits will be reduced and traffic may be delayed or detoured.
  • The project includes repaving ID-55 between Pride Lane in Caldwell and Middleton Road in Nampa and improving the intersections at Farmway Road, Lake Avenue and Midway Road.
  • Idaho 55 at Lake Avenue and Midway Road will be widened to five lanes and three lanes on local roads.
  • ITD will install new signals at Farmway and Midway roads and replace the signal at Lake Avenue.

ID-44 Project Banner

The Idaho Transportation Department (ITD) completed resurfacing Idaho 44 between I-84 and the city of Star. The project will extend the road’s lifespan and prevent more costly repairs in future years.

• Final cleanup activities will continue on Idaho 44 through the fall.
• Idaho 44 will be reduced to a single lane at night during the week (7 p.m. to 6 a.m. Sunday to Thursday). ITD will use temporary signals or flaggers to direct traffic.
• Lanes may also be reduced over the weekend.
• Speed limits will be reduced.
• All lanes will be open Monday – Friday, 6 a.m. to 7 p.m

Project Description
Smiths Ferry to Round Valley
The Idaho Transportation Department is evaluating proposed safety improvements to a section of Idaho 55 that runs from Smiths Ferry to Round Valley.

Improvements being considered include stabilizing slopes to prevent rocks from falling onto the highway, widening certain sections of Idaho 55 and adding guardrail along certain sections of the highway.

A variety of safety improvements have been considered and shared with the public previously. Some of those improvements will not move forward to construction at this time.

Project Description
Idaho 72-US30 Junction Map
The Idaho Transportation Department is studying the Idaho 72/U.S. 30 Junction in order to make safety improvements to the junction.

Potential changes to the junction are designed to improve safety and reduce the number of accidents. At the junction, there isn’t lighting. In addition, the intersection is not designed to accommodate large trucks or agricultural equipment.

The transportation department is also considering how to reduce delays by improving the level of service while minimizing impacts to utilities and local residents.

A public meeting was held Wednesday, July 15, at the New Plymouth Senior Center. Transportation department staff members were available to answer questions, and displays illustrated project information.

ID52 Railroad BridgeIdaho 52 – Railroad Bridge

Public Meeting held on March 17, 2016
The Idaho Transportation Department hosted a public meeting at the New Plymouth Senior Center on March 17, 2016, to share information on a project to replace the Idaho 52/Railroad Bridge. Transportation department staff was available to answer questions, and displays illustrated information regarding the bridge replacement.

The new bridge will have shoulders that are 7-feet, 8-inches wide. Each traffic lane on the bridge will be widened from 11 feet to 12 feet. The existing piers underneath the bridge will be removed, and replaced by a retaining wall/abutment.

Idaho 52 will be closed in the vicinity of the bridge during construction. Traffic will be detoured through New Plymouth on U.S. 30.

The schedule for construction is being determined.

Snake River BRidge Maring BridgeThe Idaho Transportation Department will replace the Snake River Bridge in Marsing and resurface Idaho 55 between Marsing and the U.S. 95 junction. The project will improve safety and traveling conditions for agricultural traffic, local residents, recreationists and long-distance travelers.

The new six-span bridge will include two travel lanes (one in each direction) with six-foot shoulders. The north side of the bridge will include an eight-foot sidewalk for pedestrians and bicyclists.

Improvements to Idaho 55 will include:

  • Repaving 2.3 miles of Idaho 55
  • Improving and extending curb and gutter in Marsing
  • Adding and updating ADA ramps
  • Improving drainage
  • Reconfiguring lanes in Marsing to improve safety
  • Improving the intersection of Idaho 55 and Idaho 78

Project Background
The Snake River Bridge in Marsing was constructed in 1951 and is the primary river crossing for the area. The bridge has reached the end of its design life and needs to be replaced. ITD has evaluated options for rehabilitating the bridge and determined it is in the best interest of the community to remove and replace the bridge.

This project includes an environmental evaluation. The evaluation accounts for factors such as Snake River physa snail habitat, the nearby Marsing Island Park and the needs of agricultural traffic and boaters.

Project Background

The Karcher Interchange opened to traffic in 2006. The interchange provides a link to I-84 for commuters in southern Canyon County and provides access to SH-55 (Karcher Road).

Midland Boulevard, which has direct access to I-84 at the Karcher Interchange, is an important north-south roadway. Development along Midland Boulevard has stimulated significant increases in traffic in the past several years. In 2015, it was estimated that over 15,000 vehicles per day used Midland Boulevard between I-84 and Cherry Lane. The regional traffic model forecasts traffic could double by the year 2040.

Project Description
The City of Nampa and the Idaho Transportation Department (ITD) are partnering to study the I-84 Karcher Interchange in Nampa, Idaho. The study will determine options to improve safety and accommodate traffic through 2040.

Completion of the study will allow the City of Nampa and ITD to plan improvements as funding becomes available.

Idaho 51 snake River Bridge

Project Information

The Idaho Transportation Department hosted a public meeting on Thursday, Dec. 17, to share plans on a project to replace a bridge on Idaho 51 that is in Elmore and Owyhee counties.

The Idaho 51 – Snake River Bridge is scheduled to be replaced in the fall of 2016. The new bridge will be built in the same location, and have wider shoulders. During construction, one lane of the existing bridge will remain open. Wide loads will be detoured to the Grand View Bridge.

The public meeting was held on Thursday, Dec. 17, from 4 p.m. to 7 p.m. at the Bruneau Elementary School in Bruneau. Transportation department staff members were available to answer questions, and displays illustrated information on the bridge replacement project.

Old Highway 30 Bridge History

The Old Highway 30 Bridge, designed by Caldwell City Engineer F. H. McConnel was built in 1922 by the American Bridge Company, which was a subsidiary of United States Steel, who also built famous structures like the Woolworth Building, the Chrysler Building, the Empire State Building, the Sears Tower and the San Francisco Bay Bridge.

At that time the bridge was called the Boise River and Canal Bridge, and at construction was part of the Idaho Pacific Highway that later became U. S. Highway 30. It continued to be called U. S. Highway 30 until the early 1960s when the nearby Interstate was constructed and the southeast portion of the roadway was renamed Plymouth Street, while the northwest side was renamed Old Highway 30.

The bridge allows access across the river and canals. It spans 388 feet across the Boise River and consists of a three-span through-truss. The bridge is beyond its functional lifespan and needs to be replaced. The existing structure is proposed to be converted into a pedestrian pathway as part of Caldwell’s Boise River Greenbelt.

Why Does the Bridge Need to be Replaced?

The Old Highway 30/W. Plymouth Street Bridge is located off Interstate 84 Exit 26 in Caldwell Idaho. The existing one-lane bridge crosses the Boise River, provides local access to the river, and surrounding neighborhoods. It is also a link between Caldwell and the Middleton area. This route has been used as a bypass to Interstate 84.

The current steel truss bridge is a three-span, 388-foot long structure constructed in 1922 and carries 1,350 vehicles a day, including buses and trucks. The existing bridge needs to be replaced due to its narrow width and poor, aging condition.

The general work will bring about a new bridge structure, bridge approach roadway, pathway relocation, and rehabilitation/retrofit of the existing bridge for pedestrian use. The improvements will provide a safe route for vehicles, bicycles and pedestrians.

What Will Happen to the Old Bridge?

It is planned to convert the existing bridge into a bicycle and pedestrian pathway. Proposed improvements include a new concrete deck and pedestrian railing. This approach will also allow separation of pedestrian/bicycle traffic from vehicular traffic providing for a safer pathway system.

Community Involvement

Canyon Highway District 4 and the City of Caldwell will use multiple communication tools and innovative technologies to gather public input and assess concerns of the local community. Future opportunities for community involvement include:

There will be two Open House Public Meetings in the summer of 2016 to introduce the project to the public and gain valuable information from the residents in the area. These meetings will be announced by a public meeting postcard as well as advertisements and notifications in the Idaho Press Tribune and other media outlets frequented by the community.

Corridor Studies

Study Information

The purpose of the U.S. 20/26 Corridor Study is to develop a medium range (through 2020) plan that identifies current and future highway needs for more than 14 miles of U.S. 20/26 running from I-84 near Caldwell west to Nyssa, Oregon and the Snake River. The highway overlaps U.S. 95 for eight miles from east of Parma to Anderson Corner Road – the corridor study for that section is addressed in the ongoing U.S. 95 Corridor Study. The Corridor Study is being done to comply with Idaho Transportation Department Board policy, which is also consistent with federal planning guidance. The study and subsequent adopted plan will be used to chart U.S. 20/26 road improvements from I-84 to the state line in the Statewide Transportation Improvement Program (STIP).

Planning

The completed plan will include:

  • A 10-year plan for the corridor.
  • Identification of corridor priorities.
  • Identification of existing and projected environmental, roadway, and land use conditions.
  • Analysis of future travel demand and performance in the corridor.
  • Analysis of accidents and recommendation of safety features including access management.
Design Guidelines

Sample urban and rural cross-sections of the highway will be illustrated. Any projected capacity improvements that require a cross-section different from the current samples will also be illustrated.

Features will include:

  • Lane width
  • Shoulder width
  • Side slopes
  • Curb, gutter, and sidewalks for urban cross-sections
Environmental Review

The National Environmental Policy Act (NEPA) requires that an environmental review be completed before right-of-way can be acquired with federal funds. The U.S. 20/26 Corridor Study is not programmed to recommend or fund purchase of right-of-way. Therefore, ITD will not complete a NEPA-level environmental review. However, an Environmental Scan will be conducted to provide a baseline survey which includes a qualitative analysis of the current human environment. The human environment includes aspects of the natural environment, built environment, and human health. Constraints that may have a limiting factor in roadway width and placement of the highway section will also be identified.

Study Background

U.S. 20/26 is a major farm-to-market road serving agriculture and quarrying industries in western Canyon County. Cross-state access is directly provided to Nyssa and connecting access is provided via Highway 18 to Adrian, Oregon. The majority of the highway is two-lane rural with a 65 mph speed limit.

Project Description

The Idaho 55 highway corridor originates 1.7 miles south of Marsing in Owyhee County at the Idaho/Oregon/Nevada junction with U.S. 95 and serves six counties, ending at the junction of U.S. 95 in New Meadows. Most travelers know the highway for its turns along mountain forests, whitewater rapids and favorite recreation spots. The corridor is an important route that supports the regional daily commute, the long-haul trucking industry and recreational traffic.

The completed study will include three separate corridor plans:

  • South Corridor Plan – ION Junction in Owyhee County to Interstate 84 in Canyon County
  • Central Corridor Plan – State Street in Ada County to Banks Lowman Road in Boise County
  • North Corridor Plan – Banks Lowman Road in Boise County to New Meadows in Adams County

The Idaho Transportation Department (ITD) is studying U.S. 95 from the Idaho border in Owyhee County to Pinehurst at the Adams / Idaho County line. The study will result in a corridor plan that identifies important improvement projects over the next 20 years.

The plan will be published in three parts:

  • North: Weiser River to New Meadows
  • Central: Nyssa Junction with 20/26 to Weiser River
  • South: Oregon State Line to Nyssa Junction with 20/26
Background

U.S. 95 runs north to south through western Idaho. It provides an important north-south international transportation link for long-haul freight between Mexico and Canada.

Within the Idaho Transportation Department’s District 3 boundaries, the highway covers 203 miles from Pinehurst in Adams County to the Oregon stateline south of Marsing in Owyhee County. Recreational travelers and local traffic share the road with long-haul trucks, straining the roadway capacity as surface transportation demand continues to grow.

Project Description

The completed corridor plan will include an analysis of the existing conditions on the highway; a forecast of future demand over the next 20 years; and a list of short and long-term improvements on how to improve transportation on this section of U.S. 95. The document will address the course of the highway as a whole and on a county by county basis. The plan will be based on community input, engineering analysis, and city, county and agency visions for the future. ITD will include the plan in its Idaho Horizons Long Range Capital Improvement and Preservation Program (LRCIP). LRCIP is a planning document that helps ITD prioritize projects for future years.

The finished corridor plan will address:

  • Safety: What are the improvements that will make U.S. 95 safer for motorists, pedestrians and residents?
  • Access Management: How can ITD and local communities manage the effect of development along the corridor so the roadway continues to function safely and efficiently?
  • Traffic: Can we anticipate congestion points and plan for the best ways to improve traffic flow and capacity throughout the corridor?
  • Environment: What are the important environmental issues to consider when ITD seeks to make improvement to U.S. 95 in the future?
Schedule

The U.S. 95 Corridor Study began in 2007 and is expected to be completed in 2016.

District 3 covers just under 22,000 square miles of southwest Idaho and maintains 2,647 lane miles (lanes of road, on- and off-ramps, etc.) and 399 bridges. District 3 encompasses the 10 southwest counties, with the biggest geographical footprint, the most roads and bridges of all the districts in the state, and nearly 40 percent of the state’s population.
