Materials Liaison Committee - December 7, 2005 Meeting
Minutes -
The procedure
under development for electronic submittal of Phase
Reports was discussed. Reports will be stored at the
Districts using a “project builder” system. A package
should be rolled out to the Districts when developed.
Training will be developed. Technical issues of the
procedure were discussed.
-
New calculation of pile
structural capacity using AASHTO LRFD procedures was
discussed. A preliminary handout was provided.
Resistance factors on the last page of the handout may be
high.
-
The Phase III Materials Report was discussed. Typical
sections do not need to show widths for approval of the
Phase III Report. July 2006 is the next opportunity to
submit changes to the Phase III Report to FHWA. Edge
drains were discussed. Smoothness Schedule is not fixed,
it may be changed on a project specific basis if
justified.

Possible elimination of the estimating basis on the plans
was discussed. Recent DRB resolutions have been favoring
the Contractor. Updated Materials Manual language for the
Phase III Report will be provided if this is pursued.
-
Geotechnical participation in Final Design Review was
discussed. A possible letter for sign-off of consultants
as having reviewed the plans was discussed. At this time,
Roadway Design feels such a letter is not needed. Also,
WAQTC /ACEC training calendar for District 3 was
reviewed. Superpave training dates were identified.

The next meeting is scheduled for noon on Wednesday, March
8, 2006. |

Review were discussed.
- The District 3 Special Provision for Geotextile Lined
Structural Backfill was discussed. |

New Wage Rate Cap
The Idaho Transportation Department has increased the
maximum hourly wage rate for professional agreements to
$60.00 per hour.
This increase is effective July 1, 2005.
It is not retroactive and will only apply to work
performed after July 1, 2005. This rate increase will in
no way increase the not-to-exceed amount of any existing
agreement. |

2003 MUTCD Adopted
The 2003 Edition of the Manual on Uniform Traffic
Control Devices (MUTCD) has been adopted effective April 1
, 2005. It should be used as the standard for all
projects advertised after that date.

contains information on ordering hard copies of the

As
a reminder, the Project Development Conference will be
held on April 7 & 8.

Association Management Services (AMS) has been retained to
administer WAQTC written exams. A schedule for exams was
announced.

Procedures for incorporating sub-consultant review of
project plans were discussed. It is anticipated ITD
project managers will coordinate this for projects.
-
An
update of the Standard Costs for the Life Cycle Cost
Analysis spreadsheet has been submitted to the districts
for comment.
-
A
schedule for environmental inspection, cultural resources,
and storm water erosion control classes was announced.
-
The District 3 Special Provision for Geotextile Reinforced
Abutment Backfill was discussed. Copies of the Special
Provision and a detail drawing were provided. Use of this
Special Provision, must be discussed in the Phase IV
Materials Report.
-
There is discussion of a possible consultant contract to
handle overflow of materials report review
responsibilities.
-
Erodibility issues were discussed in regards to the BMP
Manual update and report development. This issue will be
revisited next meeting.
-
Regarding “Fast track” projects, the assumptions for the
proposed scope of work should be stated in as much detail
as possible. The consultants asked that the vague or
preliminary nature of information available for defining
scope of work and estimating proposed man-days be
considered by ITD during project negotiations.

The next meeting is scheduled for Wednesday, June 8,

Materials Liaison Committee - December 8, 2004 Meeting
Minutes
-
The Project Development
Conference was discussed. Event schedule is April 6 & 7
at the Boise Center on the Grove. The central topic will
be “Context Sensitive Design”. A dinner/award banquet will
be held on the 6th.
-
Consultant participation with WAQTC was discussed. Issues
include consultant sharing of duties with ITD in the
certification of WAQTC personnel, locations for test
facilities administration and storage of exams. Proctors
need to have the WAQTC qualification or demonstrated field
experience. The 3 main duties were defined as Practical
Exam, Written Exam, and Program Administration. A cost
estimate sheet was distributed. Insurance requirements
may be a concern. All proposals will be considered. AGC
has discussed mobile trailers to cover the state. This may
need the ACEC to make that happen. The approach will have
to be a multi-prong effort.
- SP’s need
to be clear and measurement items well defined. Central
Materials is in the process of collecting the SP’s that
are currently in use, so they can be put on the ITD
intranet for access by the ITD Materials Engineers. Web
access to this collection of current SP’s is still not
available to consultants.
-
A schedule for erosion
control and environmental classes was announced.
- Involvement
of Geotechnical Consultants in the Design Review Process
was discussed. This is a non-negotiable contractual
obligation in the prime agreement. Documentation that the
geotechnical consultant reviewed the final design plans
and specifications including a letter of completion signed
by the Prime and geotechnical consultants was suggested.
The appropriate time to remind the prime consultant that
geotech review is needed may be during publication of the
Phase V Report (final). It was agreed that the prime
consultant controls the project schedule and is
responsible for this aspect of the contract. A budget line
item was recommended to be set for this and tracked on the
CPM. LHTAC projects should include this review.
- It was
announced that the new design CD was issued this week. Go
to “doing business with ITD” section of the ITD web site
to get on the distribution list for the CD.
- WINFLEX
Training classes will be on 12/15 (& 12/22, if needed),
with up to 12 people per class. Bring your own laptop. No
changes to the current program are anticipated in the near
future. The Modulus 6.0 program will be reviewed for
potential adoption.

-Geotechnical consultants should remind project managers
of geotechnical consultant involvement during Final
Design/PS&E Review at the time the Phase V report is
prepared.

Geotechnical consultant involvement be addressed in the
list of final design review items. The prime consultant
could include a cover letter with signatures of
subconsultants when submitting the final design to ITD for
Review. Central Materials will pursue this. This topic
may be on the agenda for upcoming Project Development
conference.
-For
federally funded off-system route projects, ITD recommends
using chart in Materials Manual to estimate TI. Method of
obtaining design traffic data should be discussed in the
Materials Report.
-Input was requested regarding topics and presenters for
the upcoming Project Development Conference in April 2005.
-Pavement and Geotechnical related Special Provisions
should include Materials Acceptance Requirements as
outlined for the Materials Phase V Report in the recently
published Manuals CD.
-Updated Life Cycle Cost Analysis program is in the
debugging stage.
-Additional Materials Special Provisions are being
reviewed for inclusion on the Materials intranet website.
Districts will be contacted to provide additional Special
Provisions to be posted.
-Consultant participation in the WAQTC technician
qualification examination program is under consideration.
-WINFLEX
training was held in mid-December.

Subcommittee Meeting - Status of Topics Following is
a status of the topics discussed at the March 11, 2004,
ACEC / ITD Materials Subcommittee Meeting:

WinFlex (pavement design)
training
was recently conducted. Another training session possibly
in the fall or winter is under consideration.
·
A revised format for Special Provisions
addressing testing requirements will be included in the
revised Phase V format in the new Manuals CD. At this
time, the new format is intended for pavement and
geotechnical related Special provisions only.
·
Pavement and geotechnical related Special
Provisions and modifications to specifications are
available from the Materials page in the ITD internal
website. Contact either District or HQ Materials to
obtain the latest specifications.
·
Development of the revised Life Cycle Cost
Analysis program is ongoing.
·
New Section 400 Guidelines for
Investigations is completed and will be in the Materials
Manual in the new Manuals CD.
·
A special ACEC / ITD subcommittee devoted to
the Construction Engineering and Inspection (CE&I) process
is anticipated.
·
Development of projects using SuperPave is
expected.
Headquarters Materials has undergone reorganization. The
Pavement Engineer position has become two positions,
Pavement Development Engineer and Pavement Operations
Engineer. |

Revision
Typical
Sections – Aggregate size call-out
A review of
Design Manual Figure C-06 indicates that the aggregate
size call-out is required for the base aggregate, but not
necessarily for the plantmix. Even though the size is
called out in the estimating data, this is no longer
considered adequate. The Design Manual will be updated
accordingly. In the interim, please notice that
aggregate size should be called out on the typical
sections for base and plantmix courses.

The 2004 Standard
Specifications for Highway Construction manual is now
available. All projects submitted for PS&E on or
after June 1, 2004, must conform to the 2004 manual.
For projects submitted for PS&E prior to June 1, 2004, use
of the 1999 manual (with current supplementals) is
acceptable. To obtain a copy of the 2004 manual,

Adoption of the Millennium Edition of the Manual on Uniform Traffic
Control Devices (MUTCD) (including 19 exceptions) was approved by the Idaho Transportation Board
effective January 17, 2003. The new manual with the indicated
exceptions should be used after that date.
There are a significant number of changes in the new manual.
Therefore, training is being developed by the Idaho Technology
Transfer (T2) Center. This training will be offered at
numerous locations around the State starting after the first of the
year. For information on training, contact the T2 Center at

revised rule is accessible through the state home page at the

relative to Civil Rights, with specific reference to Title 49 CFR
Part 21, Title VI of the Civil Rights Act of 1964 as amended, and
Title 23 CFR Part 230 as stated in the ITD Civil Rights Special
Provisions.
A copy of this letter should be attached to the Term Agreement for
reference.

Consultant has the right to make and retain copies of all data and
documents for project files. All material acquired or produced by
the Consultant under this contract may be public records under the
Idaho Public Records Act. Reference Idaho Code Section 9-338(9).
A
copy of this letter should be attached to the Term Agreement for
reference.
