Multi-Sector General Permit (MSGP)


Effective February 26, 2009, the Environmental Protection Agency (EPA) National Pollutant Discharge Elimination System (NPDES) program includes an industrial storm water permitting component. Regulations will require the Idaho Transportation Department (ITD) to obtain a Multi-Sector General Permit (MSGP) issued by EPA for many ITD owned materials sources and maintenance facilities.

MSGP Guidance

Guidance on the regulations is currently being developed by ITD Headquarters (HQ) Environmental and HQ Materials. For information please refer to the MSGP Fact Sheet. Please note because of this new requirement, this site, and the ITD information provided within is a work in progress.

Important Dates

  • New MSGP Permit effective Feb. 26, 2009.  It replaces the 2000 version of the MSGP.
  • The NOI Submission deadline for facilities in Idaho is May 27, 2009.
  • There is at least a 30 day waiting period for permit coverage after NOI is submitted.
  • The Permit is active for 5 years once activated.
