What is the Horizons in Transportation?
The Idaho Transportation Department is constantly seeking processes that help to efficiently preserve
and develop our statewide transportation system assets.
To facilitate and help integrate these processes, ITD has developed and implemented a Long Range Capital
Improvement Plan (LRCIP) called “Horizons in Transportation.”
The LRCIP provides the transition between the shorter-term five-year project implementation in the STIP
and the principles and goals of the longer-term Vision.
The Department has developed a matrix outlining the Horizons process
which includes the purpose, actions and types of planning tools used to develop the Horizons compared to the STIP.
It is important to note the difference between the STIP
and the Horizons. The STIP contains the transportation projects that have been approved by the department.
The Horizons represents a planning phase from which mid– and long-term financial plans, investment levels,
and goals can be established for future projects. Most notably, the Horizons is a planning process for the identification
and development of future STIP projects.
