What is the STIP/TIP Amendments?

Once the Statewide Transportation Improvement Program (STIP) has been federally approved by the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), and the Environmental Protection Agency (EPA), changes (cost, project status, policy, etc.) made to the document could result in a required amendment.

Federal rules require that the STIP be consistent with MPO area TIPs. Therefore, before the STIP is amended to reflect a project change in an MPO area, the MTIP must also be amended. ITD works closely with MPOs on project coordination, and this becomes one important factor that the agencies need to facilitate. For a project change in an MPO area, the MPO board adopts a change to their approved TIP, then ITD staff amends the STIP to also reflect the change.
