Notice of Environmental Assessment & Public Hearing Concerning
Project No. STP-3330 (105), Key No. 8630 Idaho 16 Improvement Study
NOTICE: The Environmental Assessment (EA) and other project information for the Idaho 16 Improvement Study will be available for public inspection on at the following locations beginning September 15: The Idaho Transportation Department, District 3, 8150 Chinden Boulevard in Boise; Idaho Transportation Department Headquarters, 3311 W. State Street, Boise; Emmett City Hall, 501 E. Main Street in Emmett; Emmett Public Library, 275 S. Hayes Avenue in Emmett; Federal Highway Administration, 3050 N. Lakeharbor Lane in Boise; Star City Hall, 10769 Highway 44, in Star; Eagle City Hall, 310 East State in Eagle.
Written testimony, statements, or exhibits pertaining to the EA for the Idaho 16 Improvement Study will be considered if postmarked by insert date. Address any such items to:

NOTICE is hereby given that the public hearing will be held in two locations: Wednesday, October 6, 2004 between 4 p.m. and 8 p.m. at Emmett High School, 721 W. 12th St. in Emmett, and Thursday, October 7, 2004 at Eagle Christian Church, 7695 W. State Street in Eagle between 4 p.m. and 8 p.m. The purpose of the hearing is to provide interested individuals, agencies, groups, and others an opportunity to view displays, ask questions and provide testimony regarding the environmental impacts of the “preferred” alternative.
Idaho 16, between Emmett and the junction of Idaho 44, is an important corridor that connects Gem and Ada counties. It is projected that traffic will increase to more than 20,000 vehicles per day by 2030, creating new concerns about safety and congestion. The Idaho 16 Improvement Study will create a 20-year transportation plan using a step-by-step planning process that collaborates with local governments, includes extensive public participation opportunities, and links transportation planning with local land-use planning. An Environmental Assessment (EA) has been completed as part of the study. The EA is a full-disclosure document that provides a detailed description of the proposed project, the existing environment and an analysis of the anticipated benefits and effects of the “preferred” alternative.
