Southway and Snake River Avenue Environmental Study

Project Area
The study area is on Snake River Avenue from Bryden Canyon Road (Southway Bridge) to the U.S. 12 Bypass, and on Southway from Snake River Avenue to 8th Street.

The Project
The City of Lewiston in cooperation with the Local Highway Technical Assistance Council (LHTAC) has begun investigating roadway improvement options on Southway and Snake River Avenue in Lewiston.

Southway and Snake River Avenue are two-lane roadways within the City of Lewiston. Snake River Avenue provides a north-south connection between the U.S. 12/Main Street Bridge and the Southway Bridge. Snake River Avenue is also a connection between Bryden Canyon Road and downtown Lewiston.

Within the project limits, Snake River Avenue currently carries more than 14,000 vehicles a day. The City of Lewiston forecasts that by 2030 Snake River Avenue will carry in excess of 20,000 vehicles per day, and Southway will carry in excess of 15,000 vehicles per day. To avoid additional traffic congestion, roadway improvements are needed.

Environmental Process
The National Environmental Policy Act (NEPA) requires that an Environmental Study be completed because federal highway funds are being used. “Scoping“ will be the first step of the NEPA process. During the scoping, public and agency input is gathered to determine the issues and impacts that will need to be evaluated in the Environmental Study. The scoping phase of the project is anticipated to be completed by Spring 2005, and will include traffic studies on Snake River Avenue from Bryden Canyon Road (Southway Bridge) to the U.S. 12 Bypass, and on Southway from Snake River Avenue to 8th Street.

Once the scoping process is complete, project engineers will develop a range of alternatives that address the future transportation needs. The goal of the environmental document is to produce a conceptual plan for Southway and Snake River Avenue which will meet 20-year transportation needs. The environmental study is expected to be completed in about 1 1/2 years. After the environmental study is completed and approved, final design work can begin.

Federal Highway Administration
The Federal Highway Administration (FHWA) oversees the administration of federal dollars to local projects. This includes enforcing environmental regulations, overseeing the concept and design process and reviewing various other aspects of proposed projects. Without FHWA approval, federal funding cannot be used.

Public Agency Input Group
The Public Agency Input Group is made up of state and federal regulatory agencies. Its function is to identify issues, concerns and regulations related to the Southway and Snake River Avenue Environmental Study.

Advisory Committee
The Southway and Snake River Avenue Environmental Study will establish an advisory committee. The advisory committee will be a group of individuals who represent a cross-section of interests that could be affected by the project. The advisory committee members will help the City of Lewiston identify issues, brainstorm options, and recommend improvement solutions for the project.

General Public
The public will be invited to attend workshops and informational meetings throughout the Environmental Study. The purpose of the meetings will be to gather input and address concerns on the proposed improvements within the project area. The public will be notified of public meetings through mailings, media stories and advertisements.

The project area is on Snake River Avenue from Bryden Canyon Road (Southway Bridge) to the U.S. 12 Bypass, and on Southway from Snake River Avenue to 8th Street.
