ITD I-84 Cotterell Rest Area
![]() Project Facts
Key Number: 9627 Project Backgound
The Cotterell Rest Area is located adjacent to I-84 at milepost 228. I-84 is the primary route for interstate traffic from Salt Lake City, Utah and points further east to much of Southern Idaho and the greater northwestern United States. Since the construction of the Cotterell Rest Area in 1986, substantial changes have been instituted to the design standards, rest area guidelines, and government regulations that render the facilities obsolete. The rest area has heavy usage during peak travel periods and facilitates large truck traffic with shared access to the Port of Entry. The I-84 corridor currently has Average Daily Traffic (ADT) count of 6,600 and the traffic is expected to double by 2065. ITD is currently in the process of studying the existing facility, structural elements, public health and safety needs, and the design standards for future use. The Port of Entry will remain intact and will not be affected by the reconstruction. Project Description
The Cotterell Rest Area improvements will be designed to accommodate growth over the next 25 years. This reconstruction project seeks to address the most critical maintenance, safety, and public regulation needs as can be accomplished without right-of-way acquisition and within the available funding. At the current funding level, the following improvements are scheduled:
ITD is contracting with a consultant engineering firm to complete design work of the project. Contacts
