The Rural Transit Assistance Program (RTAP) USC 5311(b)(2)Description: : The Rural Transit Assistance Program (RTAP) provides a source of funding to assist in the design and implementation of training and technical assistance projects and other support services tailored to meet the specific needs of transit operators in nonurbanized areas. RTAP has both state and national program components. The state program provides an annual allocation to each state to develop and implement training and technical assistance programs in conjunction with the state's administration of the Section 5311 formula assistance program. Eligible Recipients: The state is the grant recipient. The state provides annual allotments to Section 5311 and 5311(f) grant subrecipients and other scholarships as training and projects are related to rural transit development. Eligible Purposes: The State provides scholarships and awards to past and current grant subrecipients of Section 5311, and 5311(f) funds. Other groups or individuals are considered individually as to whether a scholarship for the training or technical assistance or other support services of members of their organization will benefit the efficiency, quality, safety of rural transportation services. Only expenses which are incurred and are deemed related to rural transportation will be reimbursed. Scholarships must be requested in prior to the event to be allowed. Training is diverse and covers topics such as: Defensive Driving; Passenger Assistance; Public Relations; Scheduling/Dispatching; Management & Productivity Skills; Emergency Management and Safety Preparedness; Consultants; and any other customized training and technical assistance that is identified. Allocation of Funding: States are awarded a fixed amount annually under a federal formula. Idaho receives between $65,000 and $75,000 annually depending on national formula factors.
