I-84, Gowen Road Interchange
Construction on the Gowen Interchange began in early March. The contractor is working on drainage and new pavement on I-84. Traffic has been shifted slightly to give crews more room in the median area.

ITD is replacing the Gowen Interchange and widening I-84 to three lanes in both directions between the Broadway and Gowen interchanges. The project will improve safety and traffic flow.

This project is a result of an Environmental Assessment and a planning study for I-84 from just west of the Orchard Interchange to the Isaacs Canyon Interchange (Eisenman Road). The interstate, built in the late 1960s, was not designed to handle the current traffic volumes. The study recommended improvements for this corridor, including replacing the existing pavement, adding lanes to the interstate, installation of soundwalls, and reconstructing the Orchard, Vista, Broadway, and Gowen interchanges to meet future traffic capacity requirements.
ITD received environmental approval for this project from the Federal Highway Administration in November 2007. For more information about the Environmental Assessment, click here.
Work will begin in Spring 2014 and end in late 2015. Knife River Corporation of Boise is the contractor.
The Gowen Interchange construction will cost $27 million. Funding will come from two sources: the GARVEE Transportation Program and traditional federal transportation funds.
ITD saved $80 million during the GARVEE program due to efficient management and competitive construction bids. The savings will fund reconstruction of the Meridian, Broadway and Gowen interchanges. ITD has provided an additional $44 million for these projects from traditional federal transportation funds.
