Traffic Counts

Automatic Traffic Recorders (ATR) – These are permanent roadside systems which collect a variety of traffic data. ATR systems use several different types of sensors and system electronics to record vehicle volume, length, speed, and some classification data. There are approximately 175 ATR’s located statewide. Monthly and annual reports are available for most ATR stations.

Weigh-In-Motion (WIM) – These are permanent roadside systems which collect axle weight data as well as vehicle volume, length, speed and classification data. There are 13 WIM systems located statewide. Monthly and annual reports are also available for most WIM stations.

The mission of the Roadway Data Section is to provide efficient collection, analysis, reporting, and retention of valid statewide traffic data. We do this by providing accurate and timely information to ITD, the public, the private sector, and other governmental agencies. We also manage traffic-related databases, locate, design, and build our own traffic counting sites statewide, and integrate computer-assisted analysis with technical support.

GIS Downloadable Data

The Geographic Information Systems (GIS) Section supports all Divisions within ITD. We have three distinct functions within the GIS Section:

  • Digital Mapping/Data – The GIS Group maintains and makes available statewide GIS datasets in support of all ITD Divisions. We maintain all enterprise GIS data in a Spatial Database Engine data store in a SQL underlying database. We support, build, and maintain enterprise, GIS enabled applications, data, and websites, both internal and external.
  • Local Roads Program – This program collects information from all local Highway Districts and County Road and Bridge Groups regarding miles of improved local roads that they maintain and are responsible for. This information is checked and entered into our GIS system. Annually we produce a certification of these mileages for the Department Director’s signature. This certification is then used throughout the following year to distribute State Highway Distribution Account monies to each of the local jurisdictions on a quarterly basis.
  • Linear Reference System – The GIS group maintains and updates a temporal Linear Reference System (LRS) for the Highways Division. The LRS defines a unique identifier and mile points for location of all sections of covered roads and highways throughout the State of Idaho. Milepoint Log is maintained as part of the LRS system.

This program collects information from all local Highway Districts and County Road and Bridge Groups regarding miles of improved local roads that they maintain and are responsible for. CADD

The Idaho Transportation Department purchased its first CADD equipment in 1984. Today, the system consists of some 150 PC-based workstations on a statewide network including a variety of support equipment and output devices.

The Department’s standard graphics package is MicroStation by Bentley Systems. The Department’s standard civil engineering products are the InRoads suite of products by Bentley Systems. The standard graphics files, symbol libraries, font libraries and other resource libraries used are also in native MicroStation file formats.

The files on this site are provided in their native file formats to assure that the information provided to the public and consultants is the same information used by the Department. Files are not translated to other CAD file formats (.iges, .dxf, .dwg, etc.) to eliminate the errors and omissions related to the translation process.

The ITD Corporate Workspace is a custom environment designed to facilitate CADD productivity and direct the user to ITD specific standards, workflows and procedures. The ITD Workspace is a set of configuration files, MicroStation and InRoads resource files, documentation, and customized tools, designed to work together to allow for development of a standardized project plan set. Some of the items included in the workspace are: seed files, cell libraries, DGN libraries, line style resource files, all border sheets, plan summary sheets and other sheets, design scripts, settings files, InRoads XIN files, ITD configuration files and documentation.

The Idaho Transportation Department’s standard CAD drawings and supporting files are provided in their native MicroStation V8i file format, unless noted otherwise. All ITD CADD standards and supporting files are included in the ITD Corporate Workspace. All files are subject to change without notice. Questions regarding the use of this information should be directed to the ITD contract administrator.

Pavement Management

A Brief History of Idaho Pavement Management

In 1977, the Idaho Transportation Department began a review of existing pavement management programs with the goal of adopting one to fit Idaho’s needs. The following year, ITD acquired a Pavement Performance Management Information System (PPMIS) and made it operational on ITD’s mainframe computer. From 1978, the ITD steadily improved the PPMIS and modified it to meet specific conditions in Idaho. It was tested and refined by both ITD and consultant contract. By 1986, it was able to perform simplistic economic analysis and optimization.

In 2007, ITD began running our pavement data through the HERS-ST (Highway Economic Requirements System, STate model), at http://www.fhwa.dot.gov/infrastructure/asstmgmt/hersindex.cfm. This online software from FHWA uses pavement deterioration curves to predict pavement behavior. However, the HERS-ST model results had to be mathematically manipulated by hand in order to meet the conditions of Idaho weather, terrain and other factors, which was a painstaking process.

The new PMS System

In 2009, ITD purchased a pavement management and maintenance management software package. This new software housed a pavement management system (PMS) and a maintenance management system (MMS) to work in tandem as part of the Department’s long-term vision for asset management. This software contains a robust database that houses several kinds of data, such as bridges, maintenance activities, pavement condition, traffic data, skid data, R-values, boring logs and several others.
The Pavement Management System (PMS) has allowed ITD to refine the way we calculate and analyze data, by:

  • implementing new pavement performance curves calibrated by ITD engineers
  • implementing decision trees that mimic District engineering choices
  • creating performance models that accurately track and display pavement projects
  • employing an analysis engine that uses integer optimization to maximize benefit

These new abilities will help Idaho become an efficient practitioner of preservation-first pavement management.
With all users of the PMS having instant access to all available data, the system has given the District pavement designers and engineers an extensive toolbox at their disposal. The system suggests pavement project choices based on budget constraints and desired deficiency goals, which the engineers balance against needs and their expert knowledge of the system.

The Idaho Transportation System Performance Report is a summary of the status of ITD-jurisdiction pavements. It is our intention to provide the reader with an accurate and useful review of the historical and current condition of Idaho’s roads.

Our long term vision is to include a summary of the status of all transportation in Idaho, with the cooperation of our partners in Idaho’s cities, counties and highway districts.

Idaho’s Transportation Asset Management Plan is a tactical-level document which focuses its analysis, options development, programs, delivery mechanisms, and reporting mechanisms on ensuring that strategic objectives are achieved because it acts as a focal point for information about the assets, their management strategies, long-term expenditure forecasts, and business management processes.
