This project was previously funded for construction in 2032. As a result of recent changes in transportation funding, this project is recommended to have its funding removed to prioritize other projects necessary to the operation and preservation of the transportation network. Comments will be accepted July 1-31 on this project and others in the seven-year plan as part of an annual comment period.
Overview
Use of US-91 has increased in recent years, and ITD is developing plans that will accommodate continued growth in the area.
The purpose of this project is to expand US-91 to improve safety and mobility to serve the area’s increasing population and travel demands. The project begins at Siphon Road and ends at Reservation Road in Chubbuck.

Anticipated Improvements
Improvements to US-91 between Siphon Road and Reservation Road will be designed using environmental studies, technical data and input from the public.
The project team is evaluating improvements to:
- Widen US-91 between Siphon Road and Tyhee Road.
- Widen US-91 between Tyhee Road and Reservation Road.

Public Involvement
Public involvement is a vital part of the US-91 Siphon Road to Reservation Road project. The project team hosted a public meeting in March 2025 to introduce the project and collect feedback about preliminary design plans. Over 800 community members participated in the in-person and online meetings, and several submitted comments supporting project plans, with recommendations to widen US-91 between Tyhee Road and Reservation Road.
The project team plans to share final design plans with the community at another public meeting in 2027.

Frequently Asked Questions
US-91 is used as a major roadway for the Pocatello, Chubbuck and Fort Hall communities. Traffic counts continue to increase as the population in eastern Idaho grows, and US-91 is nearing capacity. It is necessary to increase safety and capacity along this roadway to continue to meet the area’s travel needs.
During this project, ITD plans to develop improvements that will improve safety and capacity on US-91 between Siphon Road and Reservation Road. The project team is currently evaluating what improvements would best accomplish these goals.
The preliminary design of this project was completed in late 2024, and final design is expected to be completed in 2026. The beginning of construction is dependent on the availability of funding.
