Six members represent each of ITD’s administrative districts and the seventh member is selected by the governor to serve as chairman.
Terms of Service
Six of the seven board members are appointed to six-year terms beginning February 1. Terms are staggered so that one member’s term expires each year. The seventh member serves at the pleasure of the governor, acts as chair and casts a ballot only in the case of a tie vote. No more than four members may be of the same political party.
Compensation
Members of the Transportation Board are paid $75 for each day they are involved in board related duties and are reimbursed for necessary expenses.

Bill Moad, Caldwell
- Retired as Director Fleet Operations after 37 years at Simplot Co.
- Prior to career at Simplot Co., was a heavy construction equipment operator.
- From 1970 to 1977 worked at Burke Hudelson Ford and Happy Day Ford as a service writer and in sales/service, respectively.
- Past chairman of the Idaho Transportation Board’s Trucking Advisory Council.
- Past chairman of the Idaho Trucking Association and Idaho Truck Pac Inc.
- Past chairman of the Middleton School Board.
- Past President of Caldwell Night Rodeo.

Paul Franz, Bayview
- Represents District 1
- Graduated from the University of Idaho with a Bachelor of Science in Civil Engineering.
- Licensed Professional Engineer, Civil.
- Retired as Northwest Region Performance Manager after 42 years with CRH; CPM Development.
- Past president and former board member of the Idaho Associated General Contractors.
- Past board member and chair of the Coeur d’Alene Charter Academy serving nine years.
- Past elected board member of the Bayview Water and Sewer District for over two years.
- Past member, president or treasurer of many community organizations such as Hayden Fire District, Hilltop Water Association and Concerned Business of Idaho.

Gary Osborn, Troy
- Represents District 2
- Osborn, a lifelong Idaho resident of Troy and fourth generation family-owned farmer in Latah County, began his public service career with the Latah Soil and Water Conservation District where he served 15 years. He was later elected as a representative for the Whitepine School District Board of Trustees in 1998. A position he held for 11 years.
- He served as Board Chairman for the Troy School District Board of Commissioners for 10 years.
- Osborn also served as the Troy Rural Fire District Commissioner for 9 years.

- Represents District 4
- Third generation family-owned President of Watkins Distributing Sales and Service, a full-service beverage distributor founded in 1988 with facilities in Boise, Jerome, Idaho Falls, Lewiston, and Hayden, along with Miles City and Kalispell, Montana.
- Graduated from the University of Washington.
- Past president of Business Plus of the Magic Valley and Twin Falls Parks and Recreation Board.
- Past chairman of the National Beer Wholesales Association.
- Past board member of Southern Idaho Economic Development Organization and Rebound Idaho.
- Served three years on the Governor’s Idaho Broadband Advisory Board.

John Bulger, Pocatello
- Represents District 5
- John Bulger is a 15-year resident of Pocatello.
- Graduated from the University of Montana with degrees in Journalism and Law.
- Law Clerk for the Montana Supreme Court for two justices.
- Senior Staff Attorney and Court Administrator for Missoula County District Court, 1995 to 2005.
- Nationally recognized award-winning news journalist.
- Board member of Aid For Friends.
- Recipient of the Idaho State Bar Pro Bono award in 2020 for providing no-cost legal representation for low income clients.
- Co-Founder of Hearn Law firm in Pocatello, Idaho.

Robert “Bob” Hoff, Idaho Falls
- Represents District 6
- Longtime Idaho Falls businessman and pilot. His family settled in Idaho Falls in 1903 on one of the first potato ranches in Idaho.
- Owner of Aero Mark Inc. in Idaho Falls, an aviation business he started in 1984.
- Inducted into the Idaho Aviation Hall of Fame in 2006 and is currently a member of the Board of that organization.
- Former member of the Idaho Aeronautics Advisory Board for 15 years, retiring from the board in 2010.
