Project Background

The Blue Lakes Boulevard and Pole Line Road intersection serves as a gateway intersection into the City of Twin Falls for vehicles, both passenger vehicles and heavy freight, traveling from I-84 and across the Perrine Bridge just north of the intersection. Today, this intersection is one of the busiest in the area and experiences high levels of congestion. Conditions are anticipated to worsen as the area continues to grow.

Freight section notes US-93 travels through the intersection and is a regionally important freight route that provides direct access between I-84 and the Twin Falls Area. Approximately 3,800 heavy vehicles travel through the intersection every day. Commercial Access section states the Blue Lakes Boulevard and Pole Line Road intersection serves as the gateway into the City of Twin Falls. The study area is surrounded by and provides the heaviest concentration of commercial land-uses in southern Idaho, with over 40 driveways within close proximity to the Blue Lakes Boulevard and Pole Line Road intersection.

Project Overview

The goal of the project is to identify improvements for the Blue Lakes Boulevard and Pole Line Road intersection and surrounding area that may be implemented in the short, medium, or long term. The improvements will aim to improve both safety and traffic congestion. This project will identify improvements through a tiered alternatives evaluation, as shown in the graphic below.

We will engage with partner agencies, stakeholders, business and property owners, and the public to better understand the needs and challenges within the study area and work collaboratively to identify improvements.

The project began in Fall 2025 and is anticipated to finish by the end of 2026.

The process begins with Alternative Identification and Screening, which includes a wide range of alternatives from signal timing to intersection reconfiguration and high-level screening of 20+ alternatives. Next, Tier 1 Alternatives Analysis narrows to up to 10 alternatives through traffic modeling, concept illustrations, and cost estimates. Then, Tier 2 Alternatives Analysis further refines to up to 5 alternatives through detailed traffic modeling, concept design, refined cost estimates, and a value planning workshop. Finally, the Implementation Plan stage results in the Selection of Preferred Alternatives at the bottom of the funnel.

Project Study Area

The study area includes 7 signalized intersections,13 unsignalized intersections, and over 50 commercial driveways and accesses. 
Northern limit on US-93 is Golf Course Road Southern limit on Blue Lakes Boulevard is Falls Avenue Western limit on Pole Line Road is approximately 1000 feet west of Fillmore Street Eastern limit on Pole Line Road is east of Bridgeview Boulevard
