Alberto Gonzalez was appointed as the Idaho Transportation Department Director in July 2026.
Gonzalez brings 30 years of public and private sector leadership experience, including more than two decades serving the State of Idaho. As Chief Information Officer and Administrator of the Idaho Office of Information Technology Services (ITS), he led the consolidation of IT services across state government. Prior to ITS, Gonzalez served as the DMV Administrator at ITD from 2017-2022. He also directed major modernization efforts as Administrator of the Idaho Division of Motor Vehicles and held key technology leadership roles with Your Health Idaho and the Idaho Department of Health and Welfare. Before entering state service, Gonzalez spent 14 years in leadership with a national communications company.
Gonzalez studied Organizational Behavior at the University of San Francisco and is a graduate of the National Transportation Leadership Institute at Indiana University.
Dave Kuisti has delivered impressive results in his 35 years at ITD – with nearly 30 of those years as a manager across multiple work groups.
Kuisti’s career started as an engineer-in-training in North Idaho. As a project engineer in the ’90s, he delivered key improvements, including replacing the Goff Bridge, Kamiah Bridge, Orofino Bridge, Ahsahka Bridge and Riggins Main Street. Dave then served as the D3 assistant engineer while GARVEE investment projects were in full swing, followed by five years as the D2 district engineer where he championed winter maintenance.
In 2019, he returned to Boise where he has most recently served as the Highways Construction & Operations administrator/chief engineer.
Kuisti is a licensed civil engineer who graduated from the University of Idaho with a Bachelor of Science in Civil Engineering.
Laila Kral was appointed as Chief Deputy in August 2026 where she will lead several Idaho Transportation Department programs, including Planning & Delivery, Safety, Governmental Affairs and the Office of Communication. Her leadership in engineering, community outreach, stakeholder engagement and the employee experience are key assets to the department. Kral comes to ITD from the Local Highway Technical Assistance Council (LHTAC) where she served as the head of the agency. In her 14 years at LHTAC, she served as deputy administrator and several manager positions over the T2 Center training program, the Local Rural Highway Investment Program (LRHIP) and the Local Highway Safety Improvement Program (LHSIP). Before LHTAC, Kral spent nearly a decade in the private industry after graduating with a Bachelor of Science in Civil Engineering from Boise State University.
Todd Hubbard was appointed to the Idaho Transportation Department’s executive team as the Chief Operations Officer in March 2026, after more than 15 years with the department. He started his ITD career in South-Central Idaho (District 4). Hubbard completed the department’s Engineer-in-Training program and earned his Professional Engineering license in December 2013. He was later promoted to lead the Planning Section in District 4.
Since 2019, Hubbard served as the District Engineer in Pocatello. As District Engineer, he led numerous major infrastructure improvements, including the replacement of the I-86/I-15 System Interchange, the I-15 Northgate to Fort Hall expansion, and the Inkom Corridor bridge projects. As COO, he oversees ITD’s six statewide districts and their respective district engineers.
Hubbard is a graduate of Idaho State University.
Lisa McClellan serves as the Chief Administrative Officer for the Idaho Transportation Department, bringing more than two decades of leadership experience from ITD Divisions of Administration and Motor Vehicles. She began her ITD career in Financial Services before advancing through key program management positions, ultimately serving as the DMV Administrator, where she led statewide modernization and service‑delivery initiatives. Today, she oversees enterprise‑level administrative strategy, organizational governance and operational effectiveness for Division of Administration and Motor Vehicles in support of ITD’s mission.
McClellan holds a Bachelor of Science in Business Management, which underpins her strong foundation in organizational leadership, strategic planning and process improvement. Known for her collaborative approach and commitment to public service, she continues to enhance operational alignment, strengthen customer service and support statewide leadership across Idaho’s transportation systems.
