The new interchanges were designed to enhance safety and improve traffic flow, addressing the community’s needs and accommodating growing traffic demands. Construction is expected to be complete by late 2026.
Originally built in the early 1960s, the I-84 Burley (Exit 208) and Heyburn (Exit 211) interchanges reached the end of their service lives. ITD is committed to improving safety, mobility, and economic opportunities for all users traveling these vital agricultural and industrial routes.

The new interchanges
Community Involvement
As the need for new and expanded transportation systems increases, so does the potential impact of these improvement projects on communities. ITD strives to involve the public in meaningful ways by communicating project information and gathering community input.
In January of 2022, ITD hosted the first in-person and online public meetings to share concept alternatives and to get community feedback on the concept designs for each interchange. Four options for each interchange were presented. ITD evaluated the alternatives by considering public feedback and technical elements.
ITD hosted the second in-person and online public meetings in March of 2023, to share the selected designs for the reconstruction of the interchanges. ITD also invited key stakeholders, including elected officials and business owners, to attend an earlier session to view information and ask the project team questions.
