Overview
The Idaho Transportation Department plans to replace the Morning Mill bridge over I-90 in Mullan in future years.
Earlier planning work looked at whether changes to nearby interstate access points might improve safety and traffic flow. After reviewing options and hearing from the community, ITD has decided to keep the current interchange layout as it is and focus only on replacing the existing Morning Mill bridge.
There are no plans to close or remove access to Interstate 90 at the Morning Mill, River Street, or Atlas Road interchanges.
Project Overview

The Morning Mill bridge over I-90 is reaching the end of its planned service life. Like all structures, it was designed to serve for a specific period of time, which is why ITD has begun planning for its long-term replacement.
As part of early planning in 2025, ITD studied how the Morning Mill Road, River Street, and Atlas Road interchanges work together. This included analysis with a team of transportation industry professionals and engineers to evaluate different options, such as changing or removing access points, to better understand long-term safety and traffic needs and plan for future growth.
During this process, ITD met with local leaders, emergency responders, and community members in February 2026. The feedback was clear: people value the existing access and did not want to see major changes.
Based on that input, along with technical review, ITD will move forward with only replacing the existing Morning Mill bridge in its current location, with no changes planned for nearby interchanges or access points.

Funding and Timing
Until recently, this bridge replacement was expected to take place in 2030, however at this time construction funding has not been secured, and the timeline may shift as transportation funding is reviewed and set through the state’s annual budgeting process. During this process, available funding and project priorities are evaluated across the statewide system, which can affect the timing of projects planned for later years. ITD will share updates as more information becomes available about impacts to specific projects.
In the meantime, the bridge will remain safe for travel. ITD will continue regular inspections and maintenance to ensure the structure remains in good condition to serve the community while planning for its eventual replacement.
Public Involvement
A public meeting is being planned for later in 2026 to provide an opportunity for the community to learn more, ask questions, and share input while this project is still in the design and development phase.
