Civil Rights Programs
The programs overseen by the ITD Office of Civil Rights (OCR) are designed to uphold all Federal and State civil rights requirements, prevent discrimination in every form, and ensure full and inclusive participation for every individual who interacts with ITD activities, programs, and services.
The following programs collectively support this mission:
- Title VI — Ensures that no person is excluded from participation in, denied the benefits of, or subjected to discrimination based on race, color, or national origin in any ITD‑federally funded program or activity, both within the department and among its subrecipients.
- Americans with Disabilities Act (ADA) / Section 504 — Protects the rights of individuals with disabilities by ensuring accessibility in ITD facilities, services, communications, and public involvement processes.
- Limited English Proficiency (LEP) — Ensures meaningful access to information and services for individuals who do not speak English as their primary language.
- Disadvantaged Business Enterprise (DBE) — Provides a level playing field on federally funded transportation contracts for small businesses to fairly compete on, who’s owner(s) are socially and economically disadvantaged.
- Contractor Compliance — Monitors contractors and subcontractors working on ITD‑federally and state funded projects to ensure adherence to federal and state nondiscrimination, and equal employment opportunity (EEO).
- Tribal Employment Rights Ordinance (TERO) — Supports collaboration with tribal governments by ensuring compliance with tribal employment rights requirements on projects occurring on or near tribal lands, promoting employment and contracting opportunities for tribal members.
- External Workforce Development — Supports efforts to expand and strengthen the transportation workforce by promoting training, skill‑building, and employment opportunities, ensuring equitable access to careers connected to ITD‑funded projects.
