Overview

ITD is constructing improvements to I-84 between the Centennial Way and Franklin Road interchanges in Caldwell.

    • Widening I-84 to three lanes in each direction with auxiliary lanes between interchanges.

    • Replacing the 10th Avenue Interchange.

    • Removing one westbound on-ramp at the 10th Avenue Interchange.

    • Updating the pedestrian overpass.

    • Building a soundwall along Hannibal Street.

    • Adding a traffic signal at the westbound ramps at the Centennial Way Interchange.

Overnight closures on 10th Avenue (April 8 and 9)

10th Avenue under I-84 in Caldwell will close overnight on Wednesday, April 8 and Thursday, April 9.

These closures are necessary so crews can place the final girders for the south side of the interchange bridge.

During the two-night operation, crews will place nine concrete girders. Each girder is 140 feet long and weighs 133,000 pounds.

Here’s what to expect:

  • 10th Avenue under I-84 will close from 8 p.m. to 6 a.m. each night.
  • Motorists will detour using Centennial Way. View a detour map.
  • Pedestrian and bicycle access under the bridge will close overnight and reopen each morning.
  • Shuttle bus service will be available for pedestrians and bicyclists. View shuttle bus pick-up and drop-off locations.

10th Avenue eastbound off-ramp closed for 90 days beginning April 7

Starting Tuesday, April 7, the I-84, 10th Avenue eastbound off-ramp will close for about 90 days.

This closure will allow crews to rebuild the ramp that will tie into the future widened lanes on I-84.

Here’s what to expect:

  • The 10th Avenue eastbound off-ramp will close on Tuesday, April 7, at 10 p.m.
  • The ramp is expected to remain closed for about 90 days.
  • The 10th Avenue eastbound on-ramp is already closed and is expected to remain closed until mid-June.
  • Motorists will detour to the Centennial Way and Franklin Road interchanges. View a detour map.

What to expect during construction

Construction will happen in stages. Below are impacts you will see throughout the project.

  • All lanes of l-84 will be open in both directions during the day.
  • 10th Avenue westbound loop ramp will be closed until summer 2027. View the detour map.
  • Overnight closures and lane restrictions will be necessary on I-84.
  • Extended ramp closures at the Centennial Way and 10th Avenue interchanges (Exits 27 and 28) will occur.
  • One-way traffic on Hannibal Street and Frontage Road until 2027.
  • Access to local businesses will be open, but your route may change.

TECM funding

This project is being funded with Transportation Expansion and Congestion Mitigation (TECM) funds as part of Governor Little’s Leading Idaho initiative. The program allows ITD to accelerate project timelines to address rapid growth and build critical infrastructure today that would otherwise take many years to fund and build.

The I-84 corridor is one of 13 approved TECM corridors in the state. Funding for the construction phases on this corridor will be determined based on project readiness and funding availability.
