Idaho Transportation Department seeks feedback on draft seven-year transportation plan

The Idaho Transportation Department (ITD) is seeking feedback on the just-released draft Idaho Transportation Investment Program (ITIP). The ITIP outlines the state’s transportation priorities and guides investment decisions for the next seven years through 2031. ITD encourages everyone to review the draft and provide comments July 1-31.

Transportation projects included in the draft ITIP range from large-scale interstate improvements to smaller projects like the installation of new guardrail. Projects are located throughout Idaho’s 44 counties and involve all modes of transportation. Project selection is determined through technical data, as well as input from local officials and residents.

This draft ITIP shows plans for $6.9 billion in funding, including $200 million dedicated to pavements and $100 million dedicated to bridges each year.

Chief Deputy Director Dan McElhinney confirmed, “With the growth of traffic accelerating the need for improvements and the impacts of inflating costs since 2020, the added annual investment in highway pavement and bridge repairs proposed in this draft ITIP plan will provide the Idaho Transportation Board effective options to consider looking ahead for Idaho.”

Paper copies of the ITIP will be available at regional offices and provided upon request by contacting the Idaho Transportation Department at 208-334-4455.

All comments will be reviewed and incorporated into the ITIP where appropriate. Responses will be sent by September.

After approval by the Idaho Transportation Board in September, the ITIP will then be submitted to the Federal Highway Administration, the Federal Transit Administration, and the Environmental Protection Agency in October.

Public input is crucial in ensuring that the ITIP includes the prioritized needs of Idaho’s communities.

$22 million in grant funding available for rural transit providers

More than $22 million in federal grant funding is now available from the Idaho Transportation Department’s Public Transportation office (ITD-PT) for rural transit service providers in Idaho. Grant applications will be accepted September 1 – October 31, 2021.

Local government authorities, public agencies, private nonprofit organizations, and public transportation operators who receive funding indirectly through an eligible recipient are all encouraged to apply.

ITD-PT receives a federal appropriation from the Federal Transit Administration (FTA) to award to transit providers every two years. This congressional award funding is available for operating and capital projects to support rural public transportation needs and services in 2022 – 2024. In a largely rural state, there are public transportation services in 43 of the 44 counties.

Grants are available through the following four funding programs:

  • FTA 5310: Enhanced Mobility of Seniors & Individuals with Disabilities
  • FTA 5311: Rural Formula
  • FTA 5339: Bus and Bus Facilities
  • Vehicle Investment Program

Public Transportation Advisory Council to meet June 15

The Idaho Transportation Department’s Public Transportation Advisory Council (PTAC) will have its second meeting of 2021 on Tuesday, June 15. The meeting will be held online via Webex from 9 a.m. to 5 p.m. and is open to the public.

PTAC was created in Idaho code 40-514 to advise ITD on issues and policies regarding public transportation in Idaho. The council is made up of six members representing each of the ITD districts, and participates in planning activities, identifying transportation needs, and promoting coordinated transportation systems.

Meeting topics encompass ITD’s mission of Your Safety, Your Mobility, Your Economic Opportunity, as it relates to public transportation and the funding programs available to transit providers and stakeholders across Idaho.

Interagency Working Group for Public Transportation to meet March 10

The Idaho Transportation Department’s Interagency Working Group for Public Transportation (IWG) will hold its first meeting of 2021 on Wednesday, March 10. The meeting will take place online via Webex from 1 – 3 p.m.

Subsequent IWG meetings are scheduled for June 22, September 28, and December 14 online.

The IWG advises and assists ITD in analyzing public transportation needs, identifying areas for coordination, and developing strategies for eliminating procedural and regulatory barriers to coordination at the state level. The group is made up of representatives from more than 10 different Idaho state agencies.

ITD’s Public Transportation Office seeks District 1 & District 4 representatives to help shape transit’s future

This is a pivotal and challenging time in the world of public transportation in Idaho. Citizens have the opportunity to help shape what Idaho’s transit future will look like!

The Idaho Transportation Department (ITD) is seeking representatives for District 1 and District 4 to serve on the Public Transportation Advisory Council (PTAC).

The individual selected for District 1 will represent Bonner, Boundary, Shoshone, Kootenai, and Benewah counties. The individual selected for District 4 will represent Blaine, Camas, Lincoln, Twin Falls, Jerome, Gooding, Cassia, and Minidoka counties.

The PTAC was created to advise the ITD Board on issues related to public transportation in Idaho. It is composed of six members, one representing each of ITD’s administrative districts.

A 30-day public comment period on the candidates will occur starting shortly thereafter.

ITD Public Transportation seeking comment through end of February on rural transit grant applications

Through Feb. 28, 2018, the Idaho Transportation Department’s Public Transportation office is inviting public participation and encouraging public comment on rural public transportation grant applications.

These awards, for the 2018-2020 grants cycle, will fund operating, capital, and administration projects to enhance public transportation systems in Idaho, and promote safety, mobility, and economic opportunity.Proposed projects will be funded through three Federal Transit Administration (FTA) programs, and one ITD grant program for public transportation.

– FTA’s section 5310 program provides funding for the purpose of meeting transportation needs of older adults and people with disabilities. 5310 funds can be used to enhance mobility options designed to serve seniors and disabled persons through operational support or capital investment.

– FTA’s 5311 rural program provides capital, planning, and operating assistance to support public transportation in rural areas with populations of less than 50,000 people.

– FTA’s 5339 Bus and Bus Facilities Infrastructure Investment Program provide funding to replace, rehabilitate, and purchase new buses, equipment, and technology. FTA’s 5339 program also can be used to fund construction of bus facilities, purchase technology, or modify low or no emission vehicles or facilities.

Idaho Transportation Department’s Vehicle Investment Program provides capital funding for demand response providers to replace, rehabilitate, and purchase vehicles to support the continuation and expansion of public transportation services.

In summary, the project proposal applications for this cycle fall under the following federal and state funded grant programs:

– FTA’s 5310 Rural Transportation Program for Elderly and Persons with Disabilities
– FTA’s 5311 Rural Formula Program
– FTA’s 5339 Rural Bus and Bus Facilities Program
– ITD’s Vehicle Investment Program (VIP)

Comment sought on Public Transportation Plan for next 30 days

For the next 30 days, the Idaho Transportation Department’s Public Transportation Office (ITD-PT) is asking for input on their draft Statewide Public Transportation Plan, and six Local Coordinated Plans.

The plans are located in the ITD-PT website page.

The overarching goal of the Idaho Statewide Public Transportation Plan is to support and help provide a framework for an integrated public transportation system that meets the mobility needs of Idahoans. The Statewide Plan identifies and will support programs and projects in line with the Federal Transit Administration’s programs goals, as well as the Idaho Transportation Department’s mission of Your Safety, Your Mobility, Your Economic Opportunity.

In addition, the plan will be supplemented by the Local Coordinated Public Transit-Human Services Transportation Plans from the rural jurisdictions within the six ITD Districts around the state.

The Statewide Plan and the Local Coordinated Plans examine the current state of public transportation in Idaho, what gaps and needs exist, how those gaps and needs can be addressed, and what public transportation in Idaho can look like in the next five years.

A final draft will be presented to the Idaho Transportation Board for adoption following the comment period.

$17.3M available through Oct. 31 from ITD’s Public Transportation office for rural service

Nearly $17.3 million in funding is available through Oct. 31 from the Idaho Transportation Department’’s Public Transportation (ITD-PT) office for rural transit service providers in Idaho.

Applications can be found on the ITD-PT website under the “Application Program” drop down tab labeled  “Congressional Appropriation Applications,” along with additional application details. Funds are made available through four funding sources: Federal Transit Administration (FTA) 5310 Rural Elderly and Disabled Grant Program, FTA 5311 Rural Formula Grant Program, FTA 5339 Bus and Bus facilities Grant Program, and the Vehicle Investment Program.

Every two years, ITD makes funding available for operating, capital, planning, and marketing projects to support transportation needs. Local government authorities, public agencies or private non-profit organizations, and operators of public transportation may apply.
