Idaho Transportation Department seeks feedback on draft seven-year transportation plan

The Idaho Transportation Department (ITD) is seeking feedback on the just-released draft Idaho Transportation Investment Program (ITIP). The ITIP outlines the state’s transportation priorities and guides investment decisions for the next seven years through 2031. ITD encourages everyone to review the draft and provide comments July 1-31.

Transportation projects included in the draft ITIP range from large-scale interstate improvements to smaller projects like the installation of new guardrail. Projects are located throughout Idaho’s 44 counties and involve all modes of transportation. Project selection is determined through technical data, as well as input from local officials and residents.

Visit itd.idaho.gov/funding to view an interactive map to learn about projects and submit a comment through the portal.

This draft ITIP shows plans for $6.9 billion in funding, including $200 million dedicated to pavements and $100 million dedicated to bridges each year.

Chief Deputy Director Dan McElhinney confirmed, “With the growth of traffic accelerating the need for improvements and the impacts of inflating costs since 2020, the added annual investment in highway pavement and bridge repairs proposed in this draft ITIP plan will provide the Idaho Transportation Board effective options to consider looking ahead for Idaho.”

Paper copies of the ITIP will be available at regional offices and provided upon request by contacting the Idaho Transportation Department at 208-334-4455.

All comments will be reviewed and incorporated into the ITIP where appropriate. Responses will be sent by September.

After approval by the Idaho Transportation Board in September, the ITIP will then be submitted to the Federal Highway Administration, the Federal Transit Administration, and the Environmental Protection Agency in October.

Public input is crucial in ensuring that the ITIP includes the prioritized needs of Idaho’s communities.

Community invited to review options to improve State Highway 16 between Sh-44 and SH-52

The Idaho Transportation Department is holding a public meeting on Monday, December 4 in Ada County and Wednesday, December 6 in Gem County. The community is invited to learn about the project, give input on issues and concerns, and provide feedback on a range of plans to improve SH-16.

Details for the in-person meetings are listed below:

At the meetings, ITD will share details about:

  • The purpose and need for the environmental reevaluation.
  • Updated traffic and crash data information.
  • Modification to the 2005 preferred alternative.
  • The project timeline and next steps in the process.

“We look forward to sharing the range of modified improvement plans with the community and receiving their feedback,” said ITD Project Manager Mark Wasdahl. “Their input is very important to the reevaluation process and will help us moving forward.”

The SH-16, SH-44 to SH-52 project began in June 2023 and is expected to be complete in 2025. ITD has already met with numerous state and local agencies and property owners to identify concerns, discuss ongoing planning efforts and share information about the project.

Public invited to open houses to comment on preliminary I-90 corridor designs

ITD will host two open houses next week in Post Falls and Coeur d’Alene to present recommended designs to improve I-90 between the Washington state line and Sherman Avenue in Coeur d’Alene. The ongoing study is funded by the Leading Idaho program.

Each open house will present identical information and designs.

“Since the first stretch of I-90 was built in Kootenai County in 1960, ITD has made some upgrades, but the number of lanes has not changed,” said Erika Bowen, ITD Project Manager. “With traffic currently congested in various parts of the corridor and volumes expected to double by 2045, ITD is studying the interstate to identify improvements to modernize the system, reduce crashes and save drivers time.”

Proposed improvements include adding lanes on I-90, modifying access and upgrading interchanges with impacts to local roads in both cities. Areas with proposed improvements include:

  • Northwest Boulevard Interchange
  • US-95 and Fourth Street Interchanges

Following the study and public input, the recommended projects will be prioritized and advanced into design and construction as funding becomes available.

The study is funded with Transportation Expansion and Congestion Mitigation (TECM) funds as part of Governor Little’s Leading Idaho initiative. The program allows ITD to accelerate project timelines to address rapid growth and build critical infrastructure today that would otherwise take many years to fund and build.

The corridor is one of 13 approved TECM corridors in the state. Funding for the future design and construction phases on this corridor will be determined based on project readiness and funding availability. Preliminary estimates value the improvements needed in this corridor at $1 billion to $1.2 billion, which includes design, right-of-way and construction costs. A previously funded project to redesign the SH-41 interchange at I-90 is currently under construction.

ITD shares future plans for State Highway 55 and I-84, Karcher Interchange at Nampa open house July 7

The Idaho Transportation Department (ITD) invites the public to an open house this month for two adjacent projects in Canyon County. Design plans will be shared for improvements to the Interstate 84, Karcher Interchange and several miles of State Highway 55 west of the interchange.

Community members may stop by an in-person open house on Thursday, July 7 between 5 and 7 p.m. at Nampa Christian School, 11920 W. Flamingo Avenue in Nampa. Online open houses for each project will also be available July 7-14 at itdprojects.org/karcheric and itdprojects.org/state-highway-55-farmway-to-middleton-road.

“These two projects are part of ITD’s ongoing work to address growth and the resulting congestion on highways in Canyon County, particularly State Highway 55,” said project manager Erika Bowen. “ITD is targeting the most urgent needs in this area while continuing to plan for long-term solutions.”

The I-84, Karcher Interchange project includes widening the interchange bridge and adding a new westbound lane across the interchange to Caldwell Boulevard. Several improvements are also planned on the interchange ramps, signals, and intersections. Details are available at itdprojects.org/karcheric.

The SH-55, Farmway Road to Middleton Road project will widen SH-55 to two lanes in each direction in the busy area between Farmway and Middleton roads. More information is on the project website at itdprojects.org/state-highway-55-farmway-to-middleton-road/.

Once construction funding has been confirmed, work on the Karcher Interchange could begin as early as 2023, and the widening of SH-55 could start in 2024.

Funding for this design stage of both projects comes from the Leading Idaho Transportation Expansion and Congestion Mitigation Program. The program allows ITD to build critical infrastructure today that would otherwise take many years to build.

Public open house planned May 24 for US-20/26 Chinden West corridor improvements

The Idaho Transportation Department (ITD) invites the public to learn more about the future widening of U.S. Highway 20/26 between Middleton Road and Star Road.

ITD will host an open house on Tuesday, May 24 to share preliminary design plans and gather feedback on proposed improvements to this heavily traveled section of US-20/26.

This project will widen the highway and improve intersections to enhance safety and mobility for all users of the transportation system, including nearby residents, businesses, commuters, and freight carriers.

The public is encouraged to attend the drop-in style open house, share input on the plans, and meet members of the project team.

ITD seeks feedback on draft Americans with Disabilities Act Transition Plan update

As the Idaho Transportation Department updates its Americans with Disabilities Act (ADA) Transition Plan, the public is encouraged to learn more about plans to invest nearly $35 million into projects and services over the next 15 years.

ADA Transition is the process of eliminating accessibility barriers to existing pedestrian infrastructure on the state highway system. It also helps identify programs that fund improvements through a coordinated effort with local highway districts and other municipalities.

In an effort to gather feedback about the plan, ITD will host an online survey as part of a 30-day public comment period that begins Sept. 17. The survey can be accessed at itd.idaho.gov/planning by clicking on the link. The survey is available 24 hours a day.

Staff will also hold a virtual public information meeting on Tuesday, Sept. 28 at 6:00 p.m. Mountain time.

Idaho Transportation Department now taking comments for all upcoming projects

The Idaho Transportation Department (ITD) is asking for input on the just-released draft Idaho Transportation Investment Program (ITIP). The 2022-2028 ITIP is a seven-year master plan of the state’s transportation improvement projects. Everyone is encouraged to participate starting in July.

Projects can range from large-scale interstate improvements to smaller projects like the installation of a new guardrail. In all, the draft ITIP includes projects in all 44 counties and all modes of transportation. Projects were selected based on technical data, as well as input from local officials and residents.

A complete breakdown of the draft plan can be found at itd.idaho.gov/funding, as well as an interactive map that allows users to learn about projects by narrowing it down to specific categories and locations.

A few of the major projects throughout Idaho are:

  • Bridge replacement and adding a travel lane on west bound I-86 in Pocatello.
  • Interchange improvements to the I-15 Exit 113 interchange in Idaho Falls including constructing roundabouts.
  • Full road reconstruction on ID-33 from the US-20/ID-33 interchange to Newdale.
  • Replacement of the structure at the I-84/ID-50 Junction (Exit 182).
  • Replacement of Yankee Fork Bridge on ID-75 in Custer County.
  • Widening ID-44 from Star Road to Linder Road.
  • Extending ID-16 from US-20/26 to I-84.
  • Redesign of the interchange at I-90 and ID-41, with construction planned to start in 2023.
  • Study to begin this fall to examine potential expansion of US-95 to four lanes from Moscow to north of the Mineral Mountain Rest Area.

Hearing begins today on 129,000-pound truck route application for Custer and Butte counties

The Idaho Transportation Department is hosting a virtual public hearing to collect comments on a proposal to reclassify a portion of US-93 in Custer and Butte counties as legal for commercial loads weighing up to 129,000 pounds.

In the application submitted to ITD, Amalgamated Sugar Company requested reclassification of the following route in order to transport lime rock from the US Calcium mine near Darlington to their plants in Twin Falls and Paul:

– US-93 from the Idaho Highway 75 junction near Challis to the US-20 junction in Arco (MP 160.38 to 82.60)

The public hearing begins today and continues until June 23.

The hearing provides an opportunity for citizens to learn about 129,000 pound loads. Individuals are also able to review the evaluation and comment on the current route application.

ITD launches two-week virtual meeting (May 21-June 4) to share next steps for Idaho 16 extension

The Idaho Transportation Department launches a two-week online meeting today (May 21) to share plans for the next phase of extending Idaho Highway 16 through the central Treasure Valley. The meeting will be available from May 21 to June 4 at itdprojects.org/idaho16.

The meeting includes a virtual tour and design plans for the future north-south corridor, which is currently the primary route to Emmett. ITD is extending the corridor 5.5 miles south to connect with I-84.

Online Public Meeting Invite

The extension of Idaho 16 will operate as a high-speed expressway, with limited access on or off it. By 2040, the highway is expected to serve 60,000 motorists each day in the growing area between Ada and Canyon counties.

“This corridor has been in the making for many years and the community has given input at many important stages of this significant highway corridor,” said ITD Program Manager Amy Schroeder. “All of the design plans in this online meeting are consistent with the overall vision and allows ITD to proceed to construction next year.”

Phase 1 of the corridor was completed in 2014 and involved bridging Idaho 16 over the Boise River and connecting U.S. 20/26 and Idaho 44.

On Wednesday, the Idaho Transportation Board approved funding to construct the next phase of the extension. Phase 2, the focus of the online meeting, will build the remaining five miles of highway from U.S. 20/26 to I-84. This includes an interchange with I-84, connections at Franklin and Ustick Roads, and bridge structures over local roads, canals, and a railroad.

The estimated cost of this work is $170 million. It will be funded using bonds and paid off using new sales tax funds approved by the Idaho Legislature in 2021.

“The work we have done on the Idaho 16 corridor in the last few years has prepared us to quickly leverage this new funding stream,” said Schroeder. “We have an obligation to the taxpayer to make the most of the today’s low interest rates and bring needed transportation investments to Idaho quickly.”
