District 5 – Southeast Idaho
Overview
District 5 covers almost 9,500 square miles in southeastern Idaho and maintains 1,900 lane miles (lanes of road, on- and off-ramps, etc.) and 315 bridges.
District 5 encompasses seven counties, spanning rich farm land and geology from scenic mountains to serene rivers and secluded valleys.
District headquarters is in Pocatello located in Bannock County, where Todd Hubbard is district (head) engineer. John Bulger, of Pocatello, has been representing District 5 on the Idaho Transportation Board since February 2023.

The Right-of-Way (ROW) permit tool is both a guide and an application for completing different types of ROW permits.
- This tool helps you identify the appropriate type of permit.

Right-of-Way Permit Tool
Remember, you will need to:
- Include all requested plans and details with your completed application form.
- Prepayment is required.
- Include your payment portal receipt with your application.
- Once the completed packet is submitted, allow 30 business days for processing
- After the application is approved, contact ITD Maintenance Foreman at least five days prior to installation for start date approval.
